In order to improve the quality of foundation pit and pile foundation engineering in this city, strengthen control of environmental influence of construction and ensure safety of construction and adjacent construction etc according to relevant laws and regulations of this city and relevant laws and regulations of this city combining with actual situation of this city.

The request is hereby notified as follows:

I. Foundation pit engineering

(1) Construction unit is the main responsibility of foundation pit construction. When contracting project, construction unit shall entrust to qualified qualification conditions and competent inspection design construction supervision monitoring and testing units according to regulations. Construction units shall not subcontract excavation projects (including retaining walls foundation reinforcement support precipitation excavation etc) foundations and underground main structures to different construction units.

If the environmental protection grade of foundation pit is above secondary (containing secondary), construction unit shall entrust qualified housing quality inspection units before enclosure design to detect slope, differential settlement and structural cracking of buildings affected by them.

Provide basis for determining deformation control standards of foundation pit for design unit.

(2) excavation depth greater than 3 meters (containing 3 meters) foundation pit should be composed of engineering survey comprehensive qualification or corresponding engineering survey professional qualifications units to carry out excavation project enclosure special design.

Design scheme and construction drawings of foundation pit engineering must be stamped with registered civil engineer (geotechnical) registration chapter.

Retaining design scheme and drawing should be confirmed by principal structural design unit and register structure engineer register of primary structure design unit.

When construction of foundation pit works or dangerous process construction, designers should work on site.

(3) Construction of foundation pit works may be borne by the construction contractor unit of this project, or by contractor of construction contractor to subcontract foundation pit engineering according to law to professional contracting enterprises with corresponding qualification conditions; subcontracting units shall be prohibited from subcontracting projects contracted by them.

Construction total package unit shall bear overall responsibility for construction quality safety of foundation pit engineering and subcontract units shall be responsible for general contractor according to contract agreement. Before commencement of foundation pit construction, construction plan shall be compiled (including construction of retaining wall, excavation, precipitation, support, foundation slab pouring and dismantling support back building) and report to supervision unit.

Construction units shall be constructed strictly according to the scheme adopted by special evaluation. When abnormal in construction process, original envelope design cannot achieve expected purpose, construction units must timely propose, by construction unit investigation, design, construction supervision and other related units research solutions.

When construction units organize foundation pit excavation conditions before excavation,

Organize relevant units to inspect and inspect construction quality, site construction equipment, technical measures, construction scheme, emergency plan, emergency material and monitoring scheme, evaluation opinions etc. of completed sub-projects.

The excavation order is signed by chief engineer.

(4) Supervision units shall compile targeted supervision implementation rules according to engineering characteristics, and carry out supervision on adjacent stations for key parts of foundation pit engineering.

Personnel of supervision unit shall strengthen inspection of construction organization design or construction scheme execution of foundation pit construction through audit and strictly implement supervision report system. During supervision process, when finding hidden danger of quality or safety accident, supervision writing instructions should be issued immediately, requiring construction units to rectify or suspend construction and report construction units simultaneously. If construction units refuse to rectify or refuse to stop construction and construction units refuse to accept them, supervision units shall report promptly to construct administrative departments responsible for administrative departments.

For part-time other engineering engineers, it must be resident in foundation pit construction site when construction key links or dangerous processes are built during construction of foundation pit construction. (5) Units engaged in monitoring excavation engineering shall possess qualification for comprehensive qualification of engineering survey or corresponding engineering survey specialty. Monitoring units shall carry out work according to existing Construction Monitoring Technology specification (GB 50497) and Construction Monitoring Regulation (DG / TJ08-2001) of Foundation Pit Engineering (DG / TJ08-2001), submit monitoring results and assume alarm responsibility.

Monitoring stations must meet relevant specifications and monitoring data collection must begin before construction of retaining structures.

When monitoring data reaches alarm value, monitoring unit must submit analysis evaluation report to relevant units timely, construction unit should organize relevant units immediately to analyze monitoring alarm data, identify causes and propose solutions.

Suspend construction if necessary.

Engineering monitoring introduces integrity mechanism and establishes integrity archives.

6) Quality inspection of foundation pit engineering shall strictly execute the provisions of existing technical specifications for pit engineering (DG / TJ08-61) without inspection or inspection without acceptance or acceptance. If the construction unit shall be stopped and reported without acceptance, supervision shall report immediately to the engineering supervision institution and shall order relevant units to rectify them; and according to relevant laws and regulations dealt with.

7) When foundation pit occurs dangerous situation, construction unit and construction unit must initiate emergency plan timely and organize emergency rescue actively. (8) When excavation engineering construction affects surrounding environment, construction units entrust qualified units to detect identify and organize relevant units repair. (9) Construction units shall carry out risk management according to relevant regulations for foundation pit projects whose safety grade is grade one and foundation pit environmental protection grade is grade one.

(10) The principal units responsible for foundation pit engineering shall formulate safety management systems according to their respective responsibilities and shall be equipped with professional experience management and technical personnel according to characteristics of foundation pit engineering.

(11) This Municipality shall carry out special evaluation system for design plan and construction scheme of foundation pit.

1. Construction units shall specify specific provisions in documents such as "Safety Management measures for Project Safety Division Project", "regulations for Management of deep Foundation Pit Engineering in Shanghai" and "Safety Management Code for Project Safety Division Project". Entrusted eligible review organizations organize special evaluation of design schemes and construction schemes of foundation pits without any review or evaluation without adoption.

2. Excavation depth exceeding 7 meters (containing 7 meters) foundation pit is organized by Shanghai Municipal Construction Transportation Committee Scientific Committee (hereinafter referred to as Urban Construction Transportation Committee CST) organization evaluation.

Excavation depth exceeding 3 m (containing 3 meters) but not exceeding 7 meters may be reviewed by municipal construction transport committee CST or other evaluation institutions eligible for criteria (separately released). Engineering projects that occur in danger or accidents of foundation pits must be reviewed by Municipal Construction Transport Committee CST organizations for strengthening or repairing programmes.

3. Review institutions shall extract evaluation experts from experts in scientific database established by CST (separately published). No less than 7 foundation pits are built at safety grade level of foundation pit and no less than 5 persons are built in second and third stage excavation.

Participants in engineering projects shall not participate in meetings as experts.

4. Conclusion of review report provided by foundation pit review organization should be clearly defined as "pass", "basically pass" or "not pass". Review conclusion is "basically passed", construction unit shall organize relevant units to reply review institution after revision according to evaluation opinions; conclusion: if "do not pass", the evaluation opinions should clarify problems existing in the proposal. Construction units shall organize relevant units to adjust their plans and re-evaluate them after adjustment. No approval shall be made without authorization by the review. Review reports shall be submitted by review bodies for filing safety and quality supervision agencies for supervision of projects.

5. When foundation pit scheme is adjusted greatly (including stress system supporting system anti seepage system etc) foundation pit scheme must be reorganized by original appraisal organization.

(12) This Municipality shall carry out examination system for construction drawings design documents (specific requirements separately), special evaluation opinions should be regarded as one basis for review.

(13) Combining with actual situation of this city, management of environmental protection grade, supporting structure and precipitation technology etc. are carried out according to the actual situation of this city:

1. Environmental protection grade of foundation pit.

For natural foundation or short pile foundation hospital schools residential buildings protective buildings etc. within the influence range of excavation should consider foundation pit environmental protection grade according to important buildings. When two or more foundation pits are constructed adjacent to the same building underground pipeline road etc., when two or more foundation pits are constructed simultaneously the influence of superposition effect should be considered when establishing environmental protection standards for foundation pit, large area deep foundation pit should be protected and built by subarea so as to reduce engineering risk and environmental risk.

2. Support structure and precipitation.

1) When determining the distance between retaining wall (including water curtain) and red line of foundation pit, it must consider the influence of retaining wall construction on surrounding environment and space needed for emergency rescue after dangerous situation.

2) Bored pile with diameter exceeding 1 meters shall not be constructed by GPS type bored pile.

3) Supporting structures of foundation pit such as buildings construction engineering rail transit station etc. adopt multi-channel supporting system which must be supported by reinforced concrete.

4) Deep foundation pit with excavation depth exceeding 8 meters should not be supported by one supporting stage.

5) When underground continuous wall is adopted in 5 super deep foundation pit enclosure structure, the connection between two walls should not be used in connection with locking pipe flexible joints.

6) When there appears voids between steel surrounding steel piles and retaining piles (walls) 6 steel must be filled with fine stone concrete.

Steel supports and steel joints shall be welded stiffened plates with flanges and webs supported by vertical contact joints.

Steel girth joints shall be welded or welded with welded plates to ensure that joints such as strength requirements are met and corresponding tests are carried out.

7) When vacuum tube dewatering is adopted in 7 deep foundation pit engineering, pipe tube wells must be equipped with vacuum pump and submersible pump simultaneously.

3. Soil nail wall.

1) Forbid to adopt single soil nail for foundation pit support.

2)Soil nailing walls should not be used for excavation depth exceeding 5 meters and environmental protection grade 3 or above.

If foundation pit adopts soil nail wall enclosure, corresponding design and construction plan should be compiled, after special evaluation passed before implementation.

3) Steel pipes steel bars or other slender rod materials inserted into holes shall not exceed red lines and shall not penetrate the scope of existing construction structures lower underground pipeline scope and special requirements.

4) Construction units shall entrust qualified inspection institutions to carry out field drawing tests on soil nailing retaining structures according to specifications required by specifications and supervision site side stations.

II. Pile foundation engineering

(1) Construction projects in this city prohibit prestressed concrete thin walled tubular piles (abbreviated as PTC piles), thin walled square piles in prestressed hollow square piles and prestressed high strength concrete pipe piles (hereinafter referred to as PHC pipe piles).

(2) When PHC pipe pile bears horizontal load and vertical uplift load, design should check material strength of pile body, meet requirement before use, and should be clearly stated in design document whether pile foundation and pullout load test requirements.

(3) PHC pipe pile production enterprises should strictly according to "first tensioned prestressed concrete pipe pile", national architectural standard design set "prestressed concrete pipe pile" and "first tensioned prestressed concrete pipe pile end plate production," Ensure factory products qualified and do good products logo type, type products logo. Cast iron plate instead of steel plate is prohibited to make end plate.

(4) PHC pipe piles shall be purchased and used strictly according to design documents, and quality inspection shall be carried out according to batches and shall be reported before inspection by supervision units shall be submitted.

PHC pipe piles which do not meet design requirements are strictly prohibited.

(5) Embedment depth of pile foundation cap shall conform to specifications, buildings above 10 layers and above 10 layers (or height exceeding 28 meters) shall be built into basement.

(6) The vertical bearing capacity of single pile shall be determined by static load test on site for concrete small square piles at pile end in silt soil.

III. Construction heap loading.

(1) When designing pit retaining design, design units shall define load limit values and pile range surrounding excavation.

Strictly forbid construction site pile soil pile around foundation pit.

(2) When construction site requires temporary pile soil outside the scope of loading outside design, special scheme shall be formulated after checking calculation of total package unit, and clear height and scope of pile soil shall be specified.

It can only be implemented after approval of foundation pit enclosure design unit and report supervision audit.

(3) Pile or overburden surrounding structures (e.g. landscape design of) shall be entrusted by construction units to recalculate original principal structural design units for re-calculation and review due to ground loading.

Additional deformation of foundation of surrounding construction (construction) shall be implemented until confirmed compliance with requirements.

This notice shall enter into force on the date of promulgation.
