City safety quality supervision station together with municipal construction engineering inspection industry association has carried out surprise supervision inspection for 11 construction sites 5 concrete mixing plants 14 inspection institutions in city construction engineering inspection industry association.

Inspection contents include: 1 concrete mixing station on behalf of maintenance trial block case; 2 construction unit testing sample sampling and supervision personnel witness duties performance; 3 inspection organization sampling procedures and sample quality situation.

Inspection finds that most units can learn to understand the requirement of unique identification for construction engineering inspection in Shanghai City by City Construction Transportation Committee and achieved certain results in standardizing inspection activities.

However, it also finds that many units do not implement relevant documents effectively, leaving hidden dangers to engineering quality, leaving hidden dangers for engineering quality. For problems discovered during inspection, 10 corrective actions were issued by inspection team ordering relevant units to correct immediately; administrative penalties should be taken according to relevant regulations and regulations for serious circumstances.

The inspection is hereby communicated as follows:

I. Existing problems

Ltd. 424 neighborhood newly built commercial cultural facilities projects between June 5th and June 23rd 12 batches concrete did not maintain trial blocks according to requirements.

3. Witnesses did not perform their duties or even participated in forgery of samples. Shanghai Construction Engineering examination Management method and Municipal Construction Transportation Committee clearly stipulated that witnesses should be responsible for posting or embedding unique identification and testing sample information input detection information system. It was found that there were no uniform surface marks on hot rolled ribbed bars in same group which had been posted. However, inspection units did not report according to regulations for above mentioned conditions.

II. Processing of inspection results

1. Responsible units responsible for violating regulations, regulations and mandatory standards shall order corrective actions and administrative penalties (see annex I).

2. Responsible units and personnel who have serious problems with quality management include records of misconduct (see annex II).

III. Requirements for work under phases.

4. When collecting test samples, inspection agencies should strictly examine integrity of identification mark of sample uniqueness and standardization of posting and embedding, and detect information system to identify information comparing with unique identification; strictly check whether specimen conforms to product record, surface mark etc. relevant regulations. Identification marks damaged so that cannot scan recognition post or embed nonstandard inconsistent data input sample information errors or errors detection mechanism should refuse to receive test samples. If specimen is damaged or posted or embedded without specification causes sample invalid and cannot witness sampling again, site inspection should be carried out on engineering entity.

5. 6. District (county) engineering quality supervision institutions shall strengthen supervision and inspection on uniqueness identification marks for inspection samples for projects in districts (counties) according to relevant regulations and normative documents; strictly according to "Shanghai Construction Engineering examination Management method" investigation and investigation. Finding that professional technicians have illegal behaviors such as fraud etc. may transfer to municipal construction engineering inspection industry association to revoke their certificates and no longer accept their claim certificates within five years; serious circumstances may be involved.
